Housing Motion

Housing motion – passed at Special CLP meeting on 2nd August 2016. Contemporary motion to 2016 National Delegate Conference (NB CAC ruled out of order for not being contemporary).

Conference notes that secure, habitable, safe and affordable housing is a human right.

Believes housing is a need, not an investment.  That a rent cap be set at 25% of median earnings; 5 year tenancies as standard, landlords to pay for an annual inspection, outlaw discrimination against those on benefits and/or with children, end the “bedroom tax”, retain life-long tenancies in social housingand introduce a new Landlord /Tenant Act to guarantee tenants security, end sell-offs of social housing, including “right-to-buy”.

Further calls for an end to repossessions for owner-occupiers unable to repay their mortgage with Government taking part ownership of such properties and design policies to reduce and remove property speculation and house price inflation and make buy-to-let and second homes an unprofitable investment.

That a Labour government should start a massive program of council home building. New housingestates should include a mix of rent/buy/self- build and council housingto reflect the needs of local communities and encourage diversity.Legal restrictions on any resale of these homes to retain the original mix unless future housing surveys suggest a change of need. All new housing to be carbon neutral and existing housing to be upgraded to be carbon neutral. Councils to be given powers to take over and develop empty properties and unused land.

Notes:  government opposition to St Ives's plan to restrict second homes and calls on  Labour to support such initiatives.
